The brakes have a quick release feature to facilitate fast, easy wheel installation. The brakes can be released in a couple of seconds without using any tools. The fastest way to understand the procedure is to watch this 10 second video sequence beginning at Minute 1:12:

This operation is best learned visually, but we'll go through the procedure here as well. See the silver swoop of metal that guides the cable into the right-side brake arm? It's called a noodle. If you squeeze the brake arms together, you can pull the noodle out of the black or silver tab that it is hooked into. It will disengage and the brakes will separate. The brakes will then spring wide open.
Insert the wheel and secure it with either the axle nuts or the front wheel quick release skewer. Now, squeeze the brake arms toward each other again and slip the noodle into its tab, reconnecting the brake arms to each other.
Sometimes the cable is too tight to allow the brakes to be reconnected. Please loosen the cable pinch bolt with either a 5mm allen wrench or a 10mm wrench depending on the type of pinch nut or bolt that you have. Let out some slack for the cable and secure the cable by tightening the pinch nut or bolt. Then re-engage the noodle to reconnect the brake arms to each other. Adjust cable to tension to desired braking feel.
You will then need to adjust the brake pads for a perfect fit for your wheel position.
Don't forget to center the brakes by adjusting one or both of the tiny little screws on the sides of the brake arms. Tightening the screw will cause that arm to pull away form the rim, while loosening it will allow the arm to move in toward the rim.
